What it does is bring together, in a single piece of legislation, protections that were scattered across dozens of different laws, making them more visible, easier to invoke, and, above all, enforceable.<\/p>\n\n In practice, the law establishes the following important safeguards:<\/p>\n\n The criticisms, however, are legitimate: this Statute is still, at its core, a declaration of principles.<\/p>\n\n Regulations governing the specific measures that will give substance to these obligations are currently being developed, and the actual impact will depend on funding and the political will to implement them effectively.<\/p>\n\n For far too long, aging at home was treated as a last-resort option\u2014something families managed as best they could, without formal recognition or structured support.<\/p>\n\n This new legislation completely changes that perspective. Launched as a pilot project in January 2026, it is being implemented in 18 municipalities\u2014one per district in mainland Portugal\u2014over the course of 12 months.<\/p>\n\n The goal is to reserve spots at day centers and home care services<\/a> to ensure continuity of care during a caregiver\u2019s temporary absence, so that the person receiving care is not left without support.<\/p>\n\n In 2026, the Solidarity Supplement for the Elderly rose to 670 euros per month.
